Rule 48
Provisions relating to suraki reports or notices
(1) The report or information regarding stolen export or the removal of stolen goods must be received before the goods are seized. Reports or notices received after the goods have been seized will not be recognized.
(2) Suraki report or information should be given to the head or director general of the relevant customs office.
(3) According to sub-rule (2), if the report or notice is received, the Director General shall immediately inform the head of the relevant customs office orally or in writing. The head of the customs office shall keep confidentially the report or information received by him or received through the director general.

(5) If two or more reports or notices are received on the same subject before the goods are seized, the head of the customs office shall approve the first report or notice and keep the notice received later.
(6) The person giving suraki can also give suraki under a fictitious name without giving his real name. In the event that a courier is given under such a fictitious name, the courier must provide the real name of such courier and a copy of his/her clear identification evidence (certificate of citizenship or identity card or passport) to the head of the customs office immediately. The head of the customs office shall verify such details and keep them confidential.
